ABSTRACT: According to the New Directives, the European Authorities are intending to draw a whole new market in Public Procurement, involving operators from every Member State. This scenario will change the scheme of relationships between Public Bodies and tenderers, by promoting the increment of market operators in procurement procedures and consequently enhancing the competitiveness in the search of efficiency. New tools will be transposed concerning important issues such as the MEAT Criteria, Innovation Partnership, Joint Procedures and Full Electronic Procurement.
